The effort to repeal Washington’s newly enacted income tax has reached a major milestone. Supporters announced they have submitted enough signatures to qualify Initiative 26-645 for the November 2026 General Election, moving the measure one step closer to appearing on the statewide ballot.
State law requires at least 309,000 valid voter signatures to qualify an initiative. Supporters submitted over 511,000 signatures to the Secretary of State by the deadline of July 2. Election officials will now verify the signatures before officially certifying the measure for the November ballot.
If certified, voters will decide whether to repeal the state’s new 9.9% tax on annual household income exceeding $1 million, which is scheduled to take effect in 2028. The initiative would also prohibit state and local governments from imposing taxes on individual income or taxes measured by an individual’s income.
AGC opposed the income tax legislation during the 2026 legislative session because of its potential impact on pass-through businesses, and the precedent it sets for broader income taxation in Washington. At its June Board meeting, the AGC Board of Trustees voted to support the initiative.
Your AGC Government Affairs Team will continue to monitor the initiative certification process and keep members informed as the measure advances toward the November General Election.
