Contractor Open House for Children and Family Justice Center

A Contractor Open House will be held on July 19 to discuss King Countys intent to replace the Youth Services Center at 12th and Alder in Seattles First Hill neighborhood. The new $210 million Children and Family Justice Center will be built on the current YSC site.

The Open House is in advance of a Request for Qualifications that is expected to be issued in mid-August for a Design-Build contract. The estimated cost for the Design-Build contract is between $130 million and $150 million.

The project is to replace the three buildings on site – the Alder Tower Alder Wing and Youth Detention Facility – with new modern efficient structures. Based on preliminary planning the juvenile courthouse will be approximately 138000 square feet and have ten courtrooms. The detention center will be approximately 97000 square feet and have 154 dorms. A parking structure with 440 stalls is also planned for the new facility.

Construction is expected to begin in fall 2015 with the majority of work completed by fall 2018. The parking structure will be completed in 2019. King County anticipates utilizing a Design-Build procurement process as described in RCW 39.10 for this project pending approval from the state Capital Projects Advisory Review Board (CPARB).

The procurement process may consist of three phases:

  • Issuance of a Request for Qualifications (RFQ) from which proposers will be shortlisted
  • Issuance of a Request for Proposals (RFP)
  • A Best and Final Offer phase may also be conducted.
